Alan Duncan Biography and Career:

Born on 31 March 1957 in London, Sir Alan James Carter Duncan KCMG is a British Conservative Party politician who served as Minister of State for International Development from 2010 to 2014 and as Minister of State for Europe and the Americas from 2016 to 2019. He is a member of the House of Lords. From 1992 until 2019, he served as the Member of Parliament (MP) for the constituency of Rutland and Melton.

He started his professional career in the oil sector with Royal Dutch Shell, and he was first elected to the House of Commons in the 1992 general election, becoming the youngest member of the House of Commons. After securing a number of small posts in the cabinet of Prime Minister John Major, he played an important part in William Hague’s successful quest for the Conservative leadership in the following year.


As a result of his several promotions to the Conservative Party’s front bench, Duncan was elevated to the position of Shadow Cabinet Minister after the 2005 general election. In 2005, he ran for the Conservative Party leadership but was forced to withdraw due to a lack of support. As a result of his appointment as Shadow Secretary of State for Trade and Industry by eventual victor David Cameron in December 2005, the name of the department he shadowed was changed in July 2007 to the Department for Business, Enterprise, and Regulatory Reform.

Following the 2010 general election, the new Conservative Prime Minister David Cameron named Duncan as Minister of State for International Development, a position that he has held since. Following the government reshuffle in July 2014, he was appointed a Knight Commander of the Order of St Michael and St George in September 2014, in recognition of his contributions to international development and relations between the United Kingdom and the Middle East. He left this position in December 2014. Between 2015 and 2016, Duncan sat on the Intelligence and Security Committee while on the House of Commons’ backbenches.

When incoming Prime Minister Theresa May nominated him as Minister for Europe and the Americas and facto deputy to then-Foreign Secretary Boris Johnson in July 2016, he returned to the forefront of national politics after two years away. Duncan resigned from his position as Minister of State on July 22nd, citing the victory of Johnson to the Tory leadership and, therefore, the UK’s government. He made history by being the first openly homosexual Conservative Member of Parliament when he came out publicly in 2002.

Duncan was born in Rickmansworth, Hertfordshire, the second son of James Grant Duncan, an RAF wing commander, and his wife Anne Duncan (née Carter), a teacher. His father was a wing commander in the Royal Air Force, while his mother was a teacher. Duncan’s father was stationed in several NATO locations, including Gibraltar, Italy, and Norway, and the family travelled often to see him.

Duncan had his education at two private schools: Beechwood Park School in Markyate, and Merchant Taylors’ School in Northwood, where he served as ‘Head Monitor’ on two separate occasions (head boy). He has two brothers, both of whom went to Beechwood Park School with him. Because his family backed the Liberal Party, Duncan campaigned for the party in a school mock election in 1970 (and was defeated); two years later, he switched to the Young Conservatives party.

He subsequently went on to St John’s College, Oxford, where he coxed the college’s first eight rowers and was elected President of the Oxford Union the following year. During his time at Oxford, he developed a connection with Benazir Bhutto, with whom he organised a successful campaign for her election as President of the Oxford Union. Between 1981 to 1982, he was awarded the Kennedy Scholarship, which enabled him to study at Harvard University.

Duncan began his career as an oil and refined products trader after graduating from Oxford, first with Royal Dutch Shell (1979–81) and subsequently with Marc Rich (1982–1988). (Rich became a fugitive from justice in 1983). He worked as a consultant for Rich in both London and Singapore. Duncan leveraged the contacts he had made to become self-employed from 1988 to 1992, serving as a consultant and advisor to foreign governments on issues such as oil supply, shipping, and refining. Duncan died in 1992.


Duncan Harcourt founded the independent Harcourt Consultants in 1989, which provides advice on oil and gas concerns. He earned more than £1 million by assisting with the resupply of oil to Pakistan after supplies from Kuwait had been blocked by the Gulf War, which took place in 1990.
