Clarence Thomas, of 1991, Associate Judge of the United States Court (born June 23, 1948, Pinpoint, near Savannah, Georgia, United States), second African American to appear in court. The first African American member of the courthouse, Thomas, appointed to succeed Thurgood Marshall, gave the court a clear conservative cast.


Thomas’s father, M.C. Thomas, left the family at the age of 2 years. After Thomas’ mother, Leola Anderson Thomas, who worked as a maid, was destroyed by fire, remarried. Thomas and his brother were then seven years old and went with their mother’s grandparents to reside. He studied at the Black Roman Catholic elementary school managed by white nuns in Savannah, Georgia, and subsequently at an intern-ship seminary, which he graduated as the only African American in his class. In his early college year he studied at the Immaculate Conception Abbey and subsequently moved to Holy Cross College, Worcester, Massachusetts, where he received his bachelor’s degree in 1971. In 1974, he was awarded a law degree from Yale University.Thomas served as Assistant Procurator General in Missouri (1974-77), Monsanto Company Lawyer (1977-79), and Missouri Republican Senator John C. Danforth Legislature Assistant (1979-81). Thomas served as Assistant Secretary in the US Department for Education (1981–82), President of the Equal Employment Opportunity Committee (EEOC; 1982–90), and as judge of the US Court of Appeals for the Federal District in Washington, D.C. (1990–91), to which he was appointed by Bush in the Republican presidential administrations of Ronald Reagan and Mr George H.W. Bush.The retirement of Marshall afforded Bush the opportunity to replace a conservative for one of the most liberal courts. The president was subject to considerable political pressure to choose another African American, and the Republican Senators and Presidents’ service made Thomas a clear choice for him. In spite of his attractiveness to republican partisans, his nomination led to controversy for several reasons: he had limited experience as a judge; he had done little judicial research and declined to respond to concerns concerning his abortion attitude (he claimed during his confirmation hearings that he had never discussed the issue). However, Thomas seemed to be heading for easy confirmation until he was accused by an ex assistant of sexual harassment, which dominated the latter phases. Anita Hill, an assistant professor of Black law in Oklahoma University who worked for Thomas in the EEOC and in the Education Department, alleged in public hearings that Thomas had made sexually improper comments about her in the course of a seeming seduction campaign. Thomas rejected the charge and charged the Senate Judicial Committee with “high-tech lynching.” A divided Senate confirmed the candidacy of Thomas by a vote of 52 to 48 only narrowly.

Thomas held a somewhat silent presence on the Supreme Court but demonstrated a strong curatism in his votes and rulings, often side with fellow Conservative Antonin Scalia. Thomas’ first big case, Planed Parenthood Southeastern Pennsylvania v. Casey (1992), in which he joined the dissent of Scalia arguing that the rule on legal rights to abortion, Roe v. Wade, (1973), would be reversed. Thomas’s conservative mindset was also evident in his views on the subject of the disintegration of schools. In Missouri v. Jenkins (1995), for example, the judge condemned the expansion of federal powers in the States, and insisted that de facto, in contrast to de jure, school segregation is not in itself inconstitutional or emotionally injurious to Black students, as a reference to the finding of the Court in Brown v. Board of Education of Topeka (1954) “Mere de facto segregation (without discrimination on educational resources) is not a continuing harm following de jure segregation,” he wrote. “There is no reason to suppose that black pupils can not learn as effectively in an integrated environment when surrounded by racial members.”


While the uproar over his appointment waned considerably immediately after he joined the bench, Thomas continued at his public appearances to draw protesters from minority groups and women’s rights organisations. Ideologically, Thomas and Marshall were sharp differences, and Thomas worked against many of the causes advocated by his predecessor throughout his career. As one of Republican President’s most trustworthy conservatives, Thomas often followed a predictable pattern in his opinions—conservative, restricted, and distrustful of the government’s reach into the sphere of state and local politics.
