Jackie Speier Biography and Career:

Jacqueline Karen Lorraine Speier is a politician and attorney from the United States who has represented California’s 14th congressional district since 2008. She is a Democratic Party supporter. The northern two-thirds of San Mateo County and the southwest portion of San Francisco are included in the district, which was known as the 12th District from 2008 to 2013.

The daughter of Nancy and Manfred “Fred” Speier, Speier was born in San Francisco in 1950 and raised in an apolitical household.  While her father was a German immigrant, her mother, who was of Armenian ancestry and was born in Fresno, lost the majority of her extended family in the Armenian genocide.  He was the child of a Catholic mother and a Jewish father. After Jackie Kennedy, Speier chose Jacqueline as her confirmation name.

She attended Mercy High School in Burlingame and graduated. In 1976, she graduated from the University of California, Davis with a Bachelor of Arts degree and from the University of California, Hastings College of the Law with a Juris Doctor. In 1987, Speier got married for the first time to emergency room physician Steven Sierra.  While she served in the California State Assembly, they gave birth to Jackson Kent in 1988.  Sierra, 53, lost her life in a vehicle accident in 1994. Speier was carrying their daughter, Stephanie, who was to be their second child, at the time and was two months pregnant. Prior to entering politics, Speier made an unsuccessful attempt to fill the gap left by Ryan’s passing.

G. W. “Joe” Holsinger, another former Ryan staffer, defeated her in the Democratic primary. Bill Royer, the Republican candidate for San Mateo County Supervisor, defeated him in the special election, serving the remaining 21 months of his tenure before falling to Tom Lantos. In 1986, Speier decided to run for the California State Assembly from a district in northern San Mateo County, midway through her second term on the Board of Supervisors. By a few hundred votes, she triumphed.

Four more times she was elected, the final time as the joint candidate of the Democratic and Republican parties. Speier was unable to run for reelection to the Assembly in 1996 due to state law, but in 1998 she was chosen to serve in the California State Senate. With 78.2% of the vote, she won re-election to a second term in 2002.  Caltrain named a new locomotive  after Speier as thanks for her role in helping to secure $127 million to launch the “Baby Bullet” express service while she served as a state senator.  Speier concentrated on defending consumer rights as well.

In 2006, she completed her time in the California State Senate. She was the State Senate’s assistant pro tempore during her last tenure. In the Democratic primary for lieutenant governor of California in 2006, Speier faced off against state senator Liz Figueroa and insurance commissioner John Garamendi. Garamendi defeated Speier with 42.5% of the vote in the election on June 6. 39.7% went to Speier, and the remaining 17.8% went to Figueroa. On January 13, 2008, Speier made it known that she would be participating in the Democratic primary for Ryan’s former seat, the 12th. Tom Lantos, who held the position for 14 terms, said on January 2, 2008, that he would not be running for reelection. For the majority of 2007, Speier worked to gain support against Lantos in the Democratic primary.

Lantos endorsed Speier as his successor on January 17, 2008. Additionally, she had the support of San Francisco Mayor Gavin Newsom, Congressman Mike Thompson, and Congresswoman Anna Eshoo. On February 11, 2008, Lantos passed away

. On April 8, 2008, Speier won a special primary election to finish the rest of his term, which concluded in January 2009. Due to her overwhelming victory, a runoff that would have taken place on June 3 in conjunction with the normal primary election was avoided. With 75% of the vote, she was elected to a full term in November. She has since been reelected three times against no real challengers. The Gasoline Savings and Speed Limit Reduction Act, which would set a national speed limit of 60 mph in urban areas and 65 mph on less populated stretches of highway, was proposed by Speier on July 11, 2008.

Speier declared she will draught legislation forcing colleges to publish faculty disciplinary procedures in a speech on the House floor in January 2016. On August 16, 2017, after Trump’s response to the Unite the Right rally in Charlottesville, Virginia, and interactions with North Korean dictator Kim Jong-un, Speier argued for the use of the 25th Amendment to the U.S. Constitution to remove the president from office due to his erratic behavior and mental instability “that place the country in great danger.

The Federal Funding Accountability for Sexual Harassers Act, introduced by Speier in September 2016, seeks to end sexual assault and harassment of women in STEM professions. As part of the #MeToo movement, Speier shared a video describing her experience with sexual harassment on Capitol Hill on October 27, 2017. Joe Holsinger, the chief of staff for Representative Leo Ryan, “kissed me and shoved his tongue in my mouth,” she claimed, while she was in her 20s. Speier advocated for additional sexual harassment training and referred to Congress as a haven for unfriendly workplaces.

Sleeping in U.S. congressional offices has been outlawed by Speier and Representative Bennie Thompson. Due to her expertise in national security concerns, Speier was mentioned as a potential candidate for a position in Joe Biden’s administration after he was elected as the country’s next president. She said she was open to playing a part in the Biden administration, but she was not given a job.

By the end of October 2021, Speier had consistently cast votes that supported Joe Biden’s views. Speier declared on November 16, 2021, that she would not seek reelection to Congress in 2022.In 1980, Speier won her first election after running against a 20-year incumbent for the San Mateo County Board of Supervisors. She was the newest board member ever elected at the time. In 1984, she was re-elected, and she subsequently became chairwoman.

Speier wed Barry Dennis, an investment strategist, in 2001.As a member of Congressman Leo Ryan’s staff, Speier first worked in politics. Speier participated in his fact-finding mission in November 1978, which was set up to look into claims of violations of human rights by Jim Jones and the Peoples Temple, a group of followers who were almost exclusively American citizens who had moved to Jonestown, Guyana, with Jones in 1977 and 1978.

On November 18, some Peoples Temple members ambushed the investigation team and other passengers traveling on the flight out of Jonestown. There were five fatalities, including Ryan. Speier was shot five times and had to wait 22 hours for assistance while trying to hide from rifle and shotgun fire under tiny airplane wheels with other team members.  On the same day, a mass murder-suicide that killed over 900 Peoples Temple members still alive took place in Jonestown and Georgetown.

Leo Ryan, Speier’s political mentor, covered a large portion of the area. When Ryan was murdered at the Jonestown massacre in 1978, Speier, who was serving as his assistant, managed to escape five gunshot wounds.  Speier represented a portion of the counties of San Francisco and San Mateo in the California State Senate. She won the special election on April 8, 2008, to fill Congressman Tom Lantos’ vacant seat in the US House of Representatives.  She made the decision to not run for reelection in the 2022 midterm elections in 2021.
