The year 1970 saw Percy Miller being born in New Orleans, Louisiana; his parents divorced when he was three and a half years old. He spent his childhood in the Calliope housing projects, which comprise 1,800 individual units, located in the city’s third ward. When he was three years old, his parents divorced, and his mother moved to the city of Richmond in California. Their maternal grandmother took care of Miller and his younger brother Kevin while they were growing up. As there were eleven other children under his grandmother’s care, Miller had no choice but to sleep on the bare wood floor that was located in the hallway of his grandmother’s three-bedroom apartment. During one of his frequent trips to Richmond to see his mother, he remarked to Jay W. Babcock of the Washington Post, “You would hope that my mom was livin in a big old fancy house, but she was in the ‘hood’ too.”

Moon Jones, who coached Miller in basketball when he was a student at his high school, took him under his wing and was a source of inspiration for him throughout his teenage years. Miller was a point guard for the University of Houston basketball team and received a scholarship to attend the school. He attended the university for two years before suffering a leg injury and deciding that the scholarship wasn’t enough to cover his costs. When he got back to New Orleans, he found that, just like when he was in high school, he was forced to pick up odd jobs on the street in order to make ends meet.

He told Babcock, “I wasn’t trying to hustle in order to buy a car or anything like that. I was trying to hustle in order to survive.” I was working hard to make sure that the rent and the bills were paid, and I was working hard so that my brothers wouldn’t have to work hard. Miller was able to take a trip to Richmond, California, thanks to a medical malpractice payment of $10,000 that was related to the death of his grandfather. In 1990 he opened a rap music store in that location, which allowed him to start at the bottom of the record industry and work his way up. Even before he opened his music store in the Oakland satellite of Richmond and gave it the name No Limit, Miller was already an aspiring rapper and a fan of music from the rap genre.

By the year 1992, he was prepared to launch his own record label. He shared his thoughts with Carlito Rodriguez of The Source, saying, “I seen a lot of good rappers and a lot of people in the business, but they wasn’t owning it.” They were giving their business to someone else in exchange for a percentage, and they were willing to settle for less…. If I could just sell half of what they were selling… and own my stuff, I could make some changes. The experience that Miller gained while running his own store helped him develop his business acumen and strategy. In addition to this, he was given instructive guidance by one of the music distributors located in the Bay Area. Charles was a mentor to the musician E-40, as well as to the majority of the area’s musicians who had an independent mindset.
