Riana Manuel Biography and Career:

Riana Manuel is a registered nurse from New Zealand, a healthcare manager, and the chief executive officer of the Mori Health Authority, which was established in July 2022. Manuel is of Ngāti Pukenga, Ngāti Maru & Ngāti Kahungunu heritage. She was born in Manaia, Coromandel, and raised there; her mother was a nurse, and her father drove an ambulance; her brother is also a medical professional.

In Coromandel, her mother established a retirement home and a little hospital. As an adolescent, she attended a Mori boarding school, where the Mori language was the only one allowed to be spoken there (known as total immersion).

Te Korowai services have an emphasis on Mori. However, only roughly half of their patients are Mori. Despite this, the strategy used by Te Korowai led to improved results for all of their patients.

She was appointed chief executive of the temporary Mori Health Authority in December 2021. Instead of taking a standard approach to medical treatment, she wants to ensure that individuals living in rural and urban regions can access services tailored to their community’s needs. “I shed a few tears, but these were tears of happiness and not tears of ‘oh my God,'” I said. Since 2015, she has served as the chief executive officer at Te Korowai Hauora o Hauraki, and from April of this year, she has held the same position at Hauraki PHO. She also owns the Phoenix House Rest Home and Hospital in Coromandel, which her parents built. Additionally, she is a claimant in the health-related Wai 2575 claim under the Treaty of Waitangi. As a registered nurse, she worked in vaccination centers during the pandemic response.

She spent her first day after leaving her previous work wearing complete personal protective equipment and jabbing her arms: “I did enquire whether I would be earning locum rates and was assured that I would be getting lunch.” I am no longer on payroll, ha.”

She has seven children and twelve grandkids, and she expects that there will be more grandchildren in the future. She says that she is motivated by the same desire that her father had to provide a wonderful life for his children. She claims that this is all that is required. “If you can turn back the clock on one generation and put things on the right path so that the next generation can make better decisions, then the next generation can carry that forward. That is the difficulty that [the Mori Health Authority] faces, to short-circuit things, but to do so, we need the money and the processes in place.

Ms. Manuel shared her excitement about transitioning into her new career with New Zealand Doctor Rata Aotearoa through Zoom about one week before beginning her new position. She said finally having one job to concentrate on would be a welcome adjustment.

As that position will no longer be temporary after July, she will relocate from Thames to south Auckland, where the authority and Health New Zealand will establish their respective headquarters. While it was not her choice, she feels this setting is superior to Wellington’s.

There is no more excellent example of where fairness or decreasing the injustices that exist for our people should start, so it sends all the appropriate signals from that point of view. There is no better example. Because of this, our job is no longer seen as being conducted in an ivory tower, which we are often accused of, or something that we criticize others in the government sector for doing. There is no pressure, she says, but “we will have to prove a point fairly quickly.”

She began her official duties on February 14, Valentine’s Day, which is appropriate given the circumstances gave that Saint Valentine is known for being the patron saint of those who suffers from the plague.
