Kemp was the only secretary of state to decline assistance from the US Department of Homeland Security in preventing Russian electoral intervention in 2016. Additionally, he instituted Georgia’s contentious “exact match” voter registration system. Kemp’s actions as secretary of state have been seen as a case of democratic backsliding, but Kemp maintains that he did not participate in deliberate voter suppression. Kemp ran for governor in 2018. After finishing second in the Republican primary, he defeated Lieutenant Governor Casey Cagle with 69 percent of the vote in the Republican runoff.

He faced Democratic nominee Stacey Abrams in the general election. Kemp made headlines when he refused to quit as secretary of state while running for governor, a decision that some argued created a conflict of interest. Kemp disputes the US Intelligence Community’s conclusion that Russia meddled in the 2016 election. Kemp criticised the Obama administration’s efforts to bolster election system security, including expanding access to government cybersecurity support, in the aftermath of Russian intervention in the 2016 election. He blasted the Obama administration’s initiatives, calling them a violation of states’ rights. He resigned as Secretary of State in expectation of becoming Governor after narrowly winning the 2018 gubernatorial election. Kemp announced his candidacy for governor of Georgia in the 2018 election in March 2017.

Kemp and Lieutenant Governor Casey Cagle finished first and second, respectively, in a six-way Republican primary in May 2018, going to a runoff election. Kemp ran in the 2018 general election against Democratic opponent Stacey Abrams, the minority leader of the Georgia House of Representatives. Kemp adopted Trump-like policies and themes throughout his gubernatorial campaign. Kemp campaigned on a platform of establishing a state spending ceiling, opposing Medicaid expansion, and enacting the country’s “strictest” abortion regulations. Kemp supports dismantling the Affordable Care Act, calling it as a “total disaster,” and opposes litigation aiming to eliminate the law’s pre-existing condition provisions. He has stated that he will sign a bill of “religious freedom and restoration” that Governor Nathan Deal twice vetoed, which would empower women to refuse contraception or services to LGBT couples based on religious views.

On December 4, 2018, United States Representative Elijah Cummings, the incoming head of the House Committee on Oversight and Government Reform, stated his intention to summon Kemp to appear before Congress regarding the fairness of his activities during the 2018 elections. Kemp is married to Marty Kemp and the couple is the parents of three girls. The family is members of Athens’ Emmanuel Episcopal Church. Bob Argo (1923–2016), an Athens insurance executive and long-serving member of the Georgia House of Representatives, was Kemp’s father-in-law.

Kemp was sued in May 2018 for failing to repay $500k in business debts. Kemp is being sued for personally guaranteeing $10 million in business loans to Hart AgStrong, a canola crusher company based in Kentucky.
