Patrick McLoughlin Biography and Career:
McLoughlin was born on November 30, 1957, in Stafford, England, as the son and grandson of coal miners. Staffordshire Colleg was educated at the Cardinal Griffin Roman Catholic School in Cannock, Staffordshire, and was appointed Secretary of State for Transport after graduating from there. Soon after taking office, he was forced to cancel the award of the InterCity West Coast franchise due to major technical flaws in the bidding process that he had discovered.
With increasing passenger numbers in the years following rail privatization, McLoughlin oversaw a large-scale government investment in rail as Transport Secretary, which was a major accomplishment. It is planned to spend £38 billion on infrastructure improvements between 2014 and 2019, which includes Crossrail, the Thameslink Programme, electrification of the Great Western Main Line, and the Northern Powerhouse scheme, which will improve transport links in the north of England. Building work on the High-Speed Two (HS2) railway, a high-speed link between major cities that will “triple long-distance capacity to the North of England” while also freeing up space on the West Coast Main Line for freight and commuter trains, began in early 2017.

Following his graduation from high school, he worked as a farmhand for five years before becoming an underground miner at the Littleton Colliery in Cannock in 1979. The National Union of Mineworkers was a member of his union, and he rose through their ranks to become an industrial representative for the National Coal Board’s Western Area Marketing Department. McLoughlin was elected as a councilor on the Cannock Chase District Council in 1980, wherhe served for seven years. He also served on the Staffordshire County Council from 1981 to 1987, where he served for seven years.
When the National Young Conservatives were founded in 1982, McLoughlin served as their chairman. In 1984–85, coal miners in Staffordshire were divided over whether or not to support the NUM Miners’ strike. McLoughlin was vocal in his opposition to the Strike and later gained national attention when he stood up at the 1984 Conservative Party Conference and declared that he was a working miner. In September 1985, five months after the end of the strike, he was promoted from underground belt attendant to Area Marketing representative at the company. Ms McLoughlin ran unsuccessfully for the seat of Wolverhampton South East in the 1983 general election. She was defeated by 5,000 votes to the incumbent Labour MP Robert Edwards.
A career in the House of Commons Following the resignation of Matthew Parris, the Conservative Member of Parliament for West Derbyshire, in order to pursue a media career, McLoughlin was selected to contest the resulting by-election in 1986.  With a 100-vote majority, he retained his seat, albeit by a razor-thin margin. After being elected to parliament in 1987, McLoughlin worked as a Parliamentary Private Secretary, first to Angela Rumbold (Minister of State at the Department for Education and Science (1987–88) and then to David Young, Secretary of State for Trade and Industry (1988–89), both of whom were members of the Cabinet.
Ms. McLoughlin was appointed to the position of Parliamentary Under-Secretary of State by Prime Minister Margaret Thatcher in 1989, and he served in the Department for Transport until 1992, when he was transferred by Prime Minister John Major to the Department of Employment, where he continues to serve in the same capacity.
McLoughlin was promoted to the position of Secretary of the Department of Trade and Industry one year later. In 1995, he joined the government as an Assistant Whip, and in 1996, he was appointed as a Lord Commissioner. In 1997, after the Conservative Party suffered a crushing defeat in the general election, he remained in the whips’ office, rising to the position of Deputy Chief Whip the following year. In 2005, David Cameron appointed him as Chief Whip, a position he has held since. McLoughlin has also served on a number of select committees throughout his career. In his capacity as Chief Whip of the Opposition, he was sworn in as a member of the Privy Council in June 2005.
