Alex Villanueva Biography and Career:
In 2018, Sheriff Alex Villanueva became the 33rd Sheriff of Los Angeles County, becoming the first challenger in more than a century to unseat an incumbent sheriff. Sheriff Villanueva is a veteran of the Department who has been there for 34 years. He currently supervises the largest Sheriff’s Department in the United States, which has about 18,000 budgeted sworn and professional staff members.
As Sheriff, he has begun reform efforts that, as a result, have dramatically improved morale within the organization as well as community participation outside of the institution. One of these efforts involved finding a solution to the issue of recruiting and retention, which was a challenge that the previous three office holders were unable to overcome. When compared to the number of deputies hired in the years prior to Sheriff Villanueva’s tenure, the number of new recruits has more than doubled. He has committed his time to increase civic trust and engagement by holding town hall meetings in order to directly address individual concerns that affect specific communities inside Los Angeles County and beyond.
This work has been done beyond the county’s borders as well. The Los Angeles County Civilian Oversight Commission has recently applauded its determined efforts to achieve comprehensive public openness by publishing all permitted departmental information online (LASD.org). This was done in order to achieve complete public transparency. It is because of him that public faith in the Department has been restored. He did this by withdrawing ICE from the county jail system. As a direct consequence of this, both violent crime and property crime have experienced significant drops. The Mental Health and Homeless Services teams have expanded in order to meet the growing need of the people of Los Angeles. As a result of his efforts, resources have been redirected to address difficult issues.
Sheriff Villanueva served with distinction in the United States Air Force, the California Air National Guard, and the California Army National Guard during his career as a law enforcement officer. He was also a veteran and a leader both on and off the job. Throughout his career, Sheriff Villanueva has held positions as a training officer, an academy instructor, a field supervisor, and a watch commander.
In each of these capacities, he has encouraged those he has led to aspire to a culture of integrity and community trust in order to bring about positive change from within the department. He is a fervent supporter of education and obtained his Bachelor of Arts in Liberal Studies from the University of the State of New York, his Master of Arts in Public Administration from California State University, Northridge, and ultimately his Doctor of Philosophy in Public Administration from the University of La Verne. All three degrees are in Public Administration.
Villanueva received a Bachelor of Science in Liberal Studies from Regents College of the University of the State of New York, a Master of Public Administration from California State University, Northridge, and a Doctor of Public Administration from the University of La Verne. All three of these degrees are in the field of public administration.
Villanueva recounts that as a result of speaking out against wrongdoing within the department while it was led by Sheriff Lee Baca and Undersheriff Paul Tanaka (both of whom were later convicted of conspiracy, obstruction of justice, and making false statements), both he and his wife suffered professional retaliation in their careers. He stated that he was prevented from advancing past the rank of lieutenant and that this was done intentionally.
As for Villanueva’s experience in government and politics outside of the military and the Sheriff’s Department, he was appointed to the city planning commission for La Habra Heights in 2015, and in the same year, he attempted to run for a seat on the La Habra Heights City Council but was not successful. Both of these endeavors took place in the same year.
Some others believe that Villanueva’s historic victory was a reflection of how voters felt about McDonnell’s efforts to clean up the scandal-plagued Sheriff’s Department. It is probable that this triumph will be examined for years to come. There is a possibility that this was a contributing role; nonetheless, Villanueva’s vigorous grass-roots campaign, particularly in Latino neighborhoods, resulted in a significant number of voters who supported him in the closing stages of the election. McDonnell was able to collect eight times as much money for his campaign, and he received endorsements from a who’s who list of prominent members of the political and media establishment in the county.
On the other hand, Villanueva took inspiration from the backlash against Republicans in California and evolving perspectives of what constitutes effective “law and order.” He made an attempt to reach out and engage with the vast Latino community in Los Angeles County, which is frequently ignored despite its prevalence. He garnered significant backing from the influential Association of Los Angeles Deputy Sheriffs (ALADS), which is the union that represents rank-and-file deputies. ALADS spent an independent $1.3 million on mailers in support of Villanueva.
Unfortunately, Villanueva’s success is almost immediately clouded by an allegation that campaign contributions in the form of “straw donors” were orchestrated by a Villanueva business supporter. “Straw donor” campaign contributions are an illegal attempt to circumvent limits on personal political contributions. The Los Angeles County District Attorney’s Office is looking into the allegation. To be clear, the accusation is directed toward a supporter of the Villanueva campaign, not the campaign itself. However, Villanueva did not comply with the request to return the dubious funds, which threw a dark shadow over his political instincts even before he was sworn into office.
Villanueva took over the position despite having no prior senior command experience of his own, just like his predecessor, Sheriff Traeger, did many years earlier. Villanueva, on the other hand, had to climb a steep learning curve in order to effectively command 20,000 employees of the largest and most difficult sheriff’s department and jail system in the United States.
When Traeger became sheriff, he initially oversaw perhaps 100 employees. Villanueva, on the other hand, commanded 20,000 employees of the sheriff’s department and jail system. Villanueva removed and replaced the majority of the top commanders in the Sheriff’s Department as soon as he became sheriff. He also gave orders to ranking officers, instructing them to remove their insignia of rank from their uniforms until he evaluated and approved their status.
His stated intention to terminate the department’s two constitutional policing consultants was the most alarming aspect of the transfer, notwithstanding how dramatic it was in and of itself. Their mission was to act as non-law enforcement counselors to the sheriff on how to handle unethical and illegal behavior by deputies in a manner that complies with the law. The deputies’ union, which lent its support to Villanueva’s campaign, advocated for the advisors’ dismissal. Those who are working to end misconduct and a lack of accountability in the Los Angeles County Sheriff’s Department, on the other hand, reacted with anxiety at the prospect of such a move.
