Ardern, the second of two daughters born to a Mormon family, spent her early years in Murupara, a small village best known as a hotbed of Maori gang activity, where she was motivated to enter politics after seeing “children without shoes on their feet or anything to eat for lunch.” Ardern’s father, a career police officer who eventually became the New Zealand government’s high commissioner to the island of Niue in 2014, relocated his family to Morrinsville, New Zealand’s North Island, where she attended elementary and secondary school. In 1999, she enrolled at the University of Waikato.

Ardern joined the Labour Party even before she graduated with a bachelor’s degree in Communication Studies in 2001. At the age of 17, she joined the Labour Party and became active in the reelection campaign of Harry Duynhoven, a Labour MP in the New Plymouth constituency, with the support of an aunt. Following graduation, Ardern worked as a researcher for Phil Goff, another Labour MP. That experience led to a job on the staff of Prime Minister Helen Clark, New Zealand’s second female Prime Minister and Ardern’s political hero and mentor.


Ardern went on a “overseas adventure” in 2005, which is a typical rite of passage for the children of New Zealand’s middle and upper classes. It is an extended—usually working—trip to Britain. Rather than working in a London pub or warehouse and then touring Europe, Ardern spent two and a half years in British Prime Minister Tony Blair’s cabinet office, serving as an associate director for Better Regulation Executive, with the primary goal of improving how local governments interact with small businesses. She became president of the International Union of Socialist Youth (IUSY) in 2007, a role that took her to Algeria, China, India, Israel, Jordan, and Lebanon.

In 2008, Ardern was elected as Labour’s candidate for the Waikato district, a seat that had previously been out of reach for the party and which Ardern lost by 13,000 votes. Despite this, she was elected to parliament as a list candidate. Candidates who run for a district seat can also be on a party’s list of candidates in New Zealand’s mixed member proportional (MMP) election system, from which 49 MPs are chosen in proportion to the number of votes earned by their parties.


Ardern was elected to the House of Representatives as its youngest member at the age of 28. In her inaugural address, she called for mandatory Maori language instruction in New Zealand schools and chastised the New Zealand government for its “shameful” approach to climate change. Ardern was assigned to the Regulations Review and the Justice and Electoral select committees, in addition to being named Labour’s Youth Affairs spokesperson.

In 2011, she stood for the Auckland Central seat held by another of New Zealand’s brightest young stars, Nikki Kaye of the New Zealand National Party, who was only five months Ardern’s junior. Kaye won the “Battle of the Babes” by a razor-thin margin of 717 votes, although Ardern was re-elected to parliament as a well-placed list member.

Ardern landed a high-profile job as the Social Development spokesman as a result of her backing for David Shearer in his successful bid for Labour leadership. Ardern ran against Kaye for the Auckland Central seat again in 2014, but this time lost by only 600 votes. Despite this, Ardern was easily re-elected to parliament, finishing fifth on Labour’s list. Andrew Little, the Labour Party’s leader, enlarged her role as a spokesperson for Arts, Culture, and Heritage, Children, Justice, and Small Business.
