Marco Antonio López Jr. is a politician who was born in the United States on April 7, 1978. He has served in governmental roles that were elected as well as non-elected, such as the position of mayor of Nogales, Arizona, executive director of the Arizona-Mexico Commission, policy adviser to Arizona Governor Janet Napolitano for Mexico and Latin America, and director of the Arizona Department of Commerce, amongst other positions.

He is best known for his roles as the former chief of staff of the United States Customs and Border Protection, where he worked from 2009 to 2011 under the leadership of CBP Commissioner Alan Bersin, and as a senior advisor to the foundation of billionaire Carlos Slim based in the United States, which focuses on providing free online education and broadband connectivity for all people.

Lopez started his career in the United States Congress in the year 1994 working as a page for Congressman Ed Pastor. In 1999, Lopez became involved in the presidential campaign of Al Gore for the 2000 election. In 2001, he won his first election and was elected mayor of Nogales, Arizona, a border town with a population of around 21,000 people. Lopez held the position of mayor of Nogales until 2004, gaining the title of “America’s youngest mayor.”

Lopez was given the position of executive director of the Arizona-Mexico Commission by Arizona Governor Janet Napolitano in December 2003. It is a Cabinet-level branch of the governor’s office that is responsible for supervising and coordinating all foreign Latin American matters for the State of Arizona. He has been appointed as the state Policy Adviser for Latin America.

Late in 2006, Governor Napolitano moved Lopez to the position of her senior advisor. In this role, he counseled her in the Arizona State Capitol on the state’s political connection with foreign nations and the state’s commercial relationship with Mexico, Canada, Europe, the Asia-Pacific region, and Japan.

Napolitano appointed Lopez to serve as Director of the Arizona Department of Commerce in late 2008, overseeing the state’s economic development efforts and managing Arizona’s investment policies. In the year 2020, a Mexican investigative news group known as Mexicanos Contra la Corrupción y la Impunidad disclosed hacked receipts and data that had been sent to the Mexican Attorney General’s Office. These receipts and records revealed a payment that had been made.

According to the data that the Agenda and a Mexican news organization were able to collect, the payments that were made to López’s business were routed via a bank account in Switzerland as well as a company that was handled by the suspected intermediary of the bribery conspiracy. According to the Associated Press, the intermediary, Emilio Lozoya, eventually started collaborating with Mexican authorities to have his sentence reduced as a result of his actions.

It is alleged that Lozoya collected payments totaling more than $4 million from the Brazilian company Odebrecht, which is in the construction contracting business. Odebrecht pleaded guilty in 2016 to a charge of conspiracy to violate the anti-bribery provisions of the Foreign Corrupt Practices Act. Lozoya faces allegations that he accepted the bribes. Federal prosecutors in the United States have accused Odebrecht of bribing government officials and political parties in a dozen different nations across the world.
